Hyper Puppy

My 10 week old puppy is really hyper in the morning and knocks his food and water everywhere. Also I have two cats the female he does not bother with, but the male he keeps trying to hump him and keeps biting him like playing and pulling him. The cat just lets him, but I'm worried he will hurt the cat, or the cat will run away and not come back.
