leash problem

Hi,

I have a golden retriever who is able to obey several basic command: sit, stay, down etc.....

I tried leash training. While doing the training in my front yard, he would walk beside me and follow me all around. But once I take him outside, he will get overly excited. He will walk way ahead of me which eventually cause a tension on the leash. But then he realizes that he is pulling and will move beside me again. this scenario happen over and over. Is this normal?

I suspect it is because my lack of companionship with him. I work from 9 to 5. I will bring him to walk everyday for about 1 hour. Most of the time he is at home. From 6-9 in the morning he is put into a cage. I do spent 10-15 minutes playing throw and catch everyday.

This is my first time owning a Golden. So please help me.
